Difference between Comprehensive EIA and Rapid EIA

The difference between Comprehensive EIA and Rapid EIA is in the time-scale of the data supplied.

Rapid EIA is for speedier appraisal process. While both types of EIA require inclusion/ coverage of all significant environmental impacts and their mitigation, Rapid EIA achieves this through the collection of ‘two seasons’ (other than monsoon) data only to reduce the time required.

This is acceptable if it does not compromise on the quality of decision-making. The review of Rapid EIA submissions will show whether a comprehensive EIA is warranted or not.


It is, therefore, clear that the submission of a professionally prepared Comprehensive EIA in the first instance would generally be the more efficient approach.

Note:My long experience says, Rapid EIA is not being promoted these days.

i would like to share one experience of mine. in one of our project which was for 6 months. in this alignment of the canal was shifted in 1st or 2nd month after the project allotment. this was the first reason which cause delay. secondly after the draft report was submitted we were told to submit one of the reference which was publish in the month when the meeting was held. this made us take our report back, add the desire reference. similar incidence happen during rapid EIA work causing delay. making us think about its process

Good Point.In early 2002, I remember ..in the Pre-Public Hearing(PH) stage, I have evaluated and scrutinized few Rapid EIA(REIA) reports of major Irigation projects. Its permitted by MoEF on a case to case basis.
But After 2006 Notification, I have never seen any such case at national level as scoping has been introduced for the first time ever.Its not possible as you cant table a REIA during PH Process.

for Rapid EIA MoEF wasn't in picture and public hearing are not conducted. this is a seen and i didnt get any reference which says so.
